What is an affordable home?

Affordable housing refers to homes which are priced at a level which is generally considered ‘affordable’ in a local area. This cost is based on the average house price locally, so numbers are only confirmed at the time the homes become available. An affordable home is however generally considered less expensive than similar properties on the market nearby.

Affordable homes include a range of ownership options including ‘shared ownership’ where a percentage of a property can be bought, paying a mortgage on the share the person owns and partially rent to a housing association. Affordable homes can also include homes which are fully rented from a housing association.

How will the development be aimed at key workers?

We are committed to providing opportunities for key workers to access this proposed development. This is in response to the local challenges around rising rent and house costs.

Key workers are defined as an essential employee who works in the private or public sector in a profession that is deemed essential to the community. This includes workers in health and social care, education and childcare, key public services, transport and more.

We are committed to providing a period of exclusivity to York key workers should the plans be approved. Further details will be outlined on this in due course, but we welcome any initial contact from key workers who would be interested in living at this development. Which jobs qualify as a keyworker?

Typical jobs that qualify as key workers include:

Health and Social Care Workers:

  • Doctors
  • Nurses
  • Midwives
  • Paramedics
  • Social workers
  • Care workers
  • Other frontline health and social care staff, including volunteers.
  • All National Health Service (NHS) staff, including administrative and cleaning workers.
  • Support and specialist staff.
  • Producers and distributors of medicine and equipment.

Education and Childcare:

Those professionals who are responsible for education and childcare usually care for the children of other key workers.

Examples of Education and Childcare Workers:

  • Nursery staff
  • Teaching staff
  • Social workers
  • Certain specialist professionals

Key Public Services:

Examples of Key Public Service Fields:

  • Justice system
  • Religion
  • Charities
  • Other key frontline services
  • Death management
  • Journalists and broadcasters providing public service broadcasting

Food and Other Necessary Goods:

All those involved in food production, processing, distribution, sale, and delivery. Also included are those essential to the provision of necessary goods, such as hygienic and veterinary medicines.

Public Safety and National Security:

  • Police and support staff
  • Ministry of Defence civilians, contractors, and armed forces
  • Fire and rescue service employees and support staff
  • National Crime Agency staff

Does York need more housing?

Yes, the York Strategic Housing Market Assessment (SHMA) of 2016 is expected to be updated soon.  The 2016 document shows an affordable housing need figure of 573 dwellings per annum.

Only 27 net affordable dwellings were delivered in York each year between 2013 and 2019, if you factor in Right to Buy purchases which reduce the number of available properties.

These statistics show that York has a significant local housing need, and this is not being met currently.

How will you ensure highways/traffic is considered as part of this planning application?

Ahead of a planning application, a full and detailed highways assessment will take place to review traffic levels including at peak times. This will help inform any highways measures proposed as part of the plans. Following submission, discussions will take place with the local authority’s highways department who will make a recommendation which will inform the decision.

How can I register interest in living at one of the homes?
